Global Talent Stream (GTS)

Overview

The Global Talent Stream (GTS) is part of the Temporary Foreign Worker Program (TFWP) and aims to help Canadian employers attract and hire highly skilled foreign talent to drive innovation and economic growth. The GTS offers expedited processing for work permits and Labour Market Impact Assessments (LMIAs), enabling Canadian companies to fill critical talent shortages quickly.

 

 

Key Features of the GTS

  • Expedited Processing: Work permit and LMIA applications processed within two weeks.
  • Facilitated Access: Streamlined process for hiring highly skilled foreign workers in specific occupations or unique talent.
  • Global Talent Occupations List: Includes high-demand occupations in the tech and IT sectors.
 
 

Eligibility Criteria

The GTS has two categories under which employers can apply:

  1. Category A

    • Designated Partner Referral: Employers must be referred by one of the Global Talent Stream’s designated partners. These partners include various industry associations and organizations.
    • Unique and Specialized Talent: Candidates must have advanced knowledge of the industry, an advanced degree in an area of specialization, or a minimum of five years of experience in the field and be highly paid (typically with salaries in the top 10% for the occupation).
  2. Category B

    • In-Demand Occupations: Employers can hire foreign workers for positions listed on the Global Talent Occupations List, which includes occupations in high demand in Canada, particularly in the tech sector.
 
 

Global Talent Occupations List

The list includes but is not limited to:

  • Computer and information systems managers (NOC 0213)
  • Information systems analysts and consultants (NOC 2171)
  • Software engineers and designers (NOC 2173)
  • Computer programmers and interactive media developers (NOC 2174)
  • Web designers and developers (NOC 2175)
  • Computer network technicians (NOC 2281)
 
 

Required Documents

When applying for the GTS, employers and foreign workers need to provide the following documents:

  1. For Employers

    • Labour Market Benefits Plan: Outlining how hiring a foreign worker will benefit the Canadian labor market.
    • Detailed job offer: Including the job description, duties, and salary.
    • Proof of business legitimacy: Such as business registration and financial documents.
  1. For Foreign Workers

    • Valid passport or travel document.
    • Job offer letter.
    • Copies of educational and professional qualifications.
    • Proof of work experience.
 
 

Application Process

  1. Employer Submits LMIA Application

    • Employers submit an LMIA application to ESDC, including a Labour Market Benefits Plan and a job offer.
  2. ESDC Processes LMIA Application

    • ESDC reviews the application and provides a decision within two weeks.
  3. Foreign Worker Applies for Work Permit

    • With a positive LMIA, the foreign worker applies for a work permit from IRCC, providing necessary documents.
  4. Work Permit Decision

    • IRCC reviews the application and issues a work permit if all requirements are met.
  5. Travel to Canada

    • Upon arrival, the foreign worker presents their work permit approval letter and supporting documents to a border services officer, who issues the work permit.
