Application Process

  1. Submit an Expression of Interest (EOI)

    • Candidates must submit an EOI through the Arrima portal, Quebec’s online immigration application management system.
  2. Invitation to Apply (ITA)

    • Candidates with the highest scores and profiles that meet the needs of Quebec are invited to apply for a Quebec Selection Certificate (CSQ).
  3. Submit Application for CSQ

    • Upon receiving an ITA, candidates must submit a complete application for a CSQ, including all required documents and fees.
  4. Processing and Decision

    • Quebec’s immigration authorities review the application and make a decision. If approved, the candidate receives a CSQ.
  5. Apply for Permanent Residence

    • With a CSQ, candidates must apply to the federal government for permanent residence. This involves medical, criminal, and security checks.
  6. Final Steps

    • Once approved by the federal government, candidates receive a Confirmation of Permanent Residence (COPR) and can move to Quebec.
