Quebec Skilled Worker Program
Overview
The Quebec Skilled Worker Program (QSWP) is an immigration program operated by the province of Quebec, designed to attract skilled workers who can contribute to the province’s economic growth. This program is distinct from federal immigration programs and has its own selection criteria and processes.
Key Features of QSWP
While specific requirements may vary by province and territory, the following general criteria are commonly considered for PNP streams
Autonomy
Quebec has its own immigration authority and selection process, independent of federal programs.
Points-Based System
Candidates are assessed based on a points system that evaluates various factors such as education, work experience, age, language proficiency, and adaptability.
French Language
While knowledge of French is beneficial, it is not mandatory for all streams. However, it significantly enhances the chances of selection.
Eligibility Criteria
Candidates are evaluated based on a points system, and must score enough points on the selection grid to qualify
Education
Points are awarded based on the level of education and the area of training. Higher points are given for degrees and diplomas that are in demand in Quebec.
Work Experience
Points are awarded for the number of years of full-time work experience in a skilled occupation.
Age
Younger candidates receive higher points, with the maximum points awarded to those between the ages of 18 and 35.
Language Proficiency
Points are awarded for proficiency in French and English. French proficiency carries more weight in the selection process.
Validated Job Offer
Additional points are awarded if the candidate has a valid job offer from an employer in Quebec.
Family Situation
Points are awarded based on the applicant’s family situation, including the presence of accompanying spouse and children.
Financial Self-Sufficiency
Candidates must sign a contract demonstrating their financial self-sufficiency for the first three months after arriving in Quebec.
Adaptability
Points are awarded based on the candidate’s potential to successfully adapt to life in Quebec.
Important Points to Note
- French Language Skills: While not mandatory, proficiency in French significantly improves the chances of selection.
- Arrima Portal: All expressions of interest and applications for the QSWP must be submitted through the Arrima portal.
Application Process
- Submit an Expression of Interest (EOI)
- Candidates must submit an EOI through the Arrima portal, Quebec’s online immigration application management system.
- Invitation to Apply (ITA)
- Candidates with the highest scores and profiles that meet the needs of Quebec are invited to apply for a Quebec Selection Certificate (CSQ).
- Submit Application for CSQ
- Upon receiving an ITA, candidates must submit a complete application for a CSQ, including all required documents and fees.
- Processing and Decision
- Quebec’s immigration authorities review the application and make a decision. If approved, the candidate receives a CSQ.
- Apply for Permanent Residence
- With a CSQ, candidates must apply to the federal government for permanent residence. This involves medical, criminal, and security checks.
- Final Steps
- Once approved by the federal government, candidates receive a Confirmation of Permanent Residence (COPR) and can move to Quebec.
